There are a few reasons for this: it may take months for publications with coupons to be shipped overseas, and military families often need the help desperately due to high prices overseas combined with low incomes.
If you want to send your expired, past deadline coupons overseas, there are many organizations such as Coupons to Troops and Overseas Coupon Program both collect them and will cover shipping. Military members and their families can then use them at commissaries and some off-base stores to cut back on their grocery bills. This is a great way to use expired coupons and support our troops with only a postage stamp.
